Our Bipartisan Committee | Bellingham Prop 4
Drawn from across Whatcom county and the political spectrum, our Yes! Safe Jail, Healthy Outcomes committee is dedicated to working with one another with respect and pragmatism on Prop 4 and this critical community issue. Criminal justice and behavioral health affect each of our families and our communities. While we may come from different points of view or represent different constituencies, we work with one another for this common cause with understanding. Our committee knows above all we rise or fall together as friends and neighbors here in the Fourth Corner.

Rud Browne
Rud Browne is a former two-term member of the Whatcom County Council. Prior to being elected, he was the Founder of The Ryzex Group a global technology services company with 360 employees. Rud now splits his time between creating housing, environmental issues, and ID to Work, a non-profit he created to help homeless individuals recover their lost or stolen ID.

Barry Buchanan
Barry began public service as President of the Lettered Streets Neighborhood Association and soon was elected to the Bellingham City Council and served 4 years. Barry is currently in his third term and is the chair of the Whatcom County Council and chairs the council’s Criminal Justice and Public Safety Committee. Barry has led the Whatcom County Justice Project throughout the process. He initiated and held the 2018 Countywide Listening Tour, chaired the StakeholderAdvisory Committee, and led the Planning Team through the entire process up to and including the Implementation Plan development.
Barry is a retired engineer and a former music director.

Kelli Carroll
Kelli Carroll is a Bellingham resident with over 23 years of public policy analysis and development experience in the health and human services and criminal legal system areas. She was a volunteer for the 2016 Whatcom County Jail Stakeholder Workgroup. Professionally, Kelli has held staff positions with Public Health-Seattle and King County, the Metropolitan King County Council, and the King County Department of Community and Human Services. Kelli is currently the Director of Special Projects with the King County Executive’s Office. She has a master’s degree in public administration from Seattle University. Kelli’s wife is a small business owner in Bellingham and Lynden.

Lindsey Graham Elenbaas
Lindsey is an entrepreneur with a passion for community service. As a lifelong resident of Whatcom county she has chosen to make this her home and raise a family here. She has a professional background in banking, real estate services, and farming. Currently serving on boards of a cooperative preschool and a local credit union and previously as a volunteer Guardian Ad Litem for the Whatcom County Superior Court system.

Mike Estes
Mike Estes is a software engineer working with tech startups and small businesses. A leader in our community working on affordable housing at the Bellingham Planning Commission and previous Chair of the Whatcom Democrats. Mike lives with his family in Downtown Bellingham.

Peter Frazier, Chair
Peter Frazier founder of the Heliotrope Hotel and Hotel Leo, and is a lifelong Whatcom county community member. He is a member of the Justice Project Stakeholder Advisory Committee and of the Incarceration Prevention and Reduction Task Force Behavioral Health Committee. Peter is a user experience consultant and entrepreneur now focused on local government reforms and innovations.

Kathy Kershner
Whatcom County Council Member - 8 years. Chair of the Finance and Administrative Services Committee. Chair of the Public Works and Health Committee. Represent the Council on the Public Health Advisory Board, the Whatcom County Business and Commerce Advisory Board, the Developmental Disabilities Advisory Board, the Northwest Regional Council and the Council of Governments. Member of the Steering Committee for Aging Well Whatcom.
Kathy is a retired Navy Officer and runs her own small business working with people with disabilities.
