No. According to the Whatcom County Sheriff's Department policy, Whatcom County does not hold detainees from Immigration and Customs Enforcement (ICE) or Border Patrol. Full stop.

It’s a bad idea for operational and legal reasons. They don’t do it and won’t do it. The practice of doing so ended about fifteen years ago. The ICE holding facility is in SeaTac WA. That’s where they are held. Not here.
